Senior Babe Ruth

Northeast Senior Babe Ruth Division is for players from ages 16-18.  The Senior season starts later than the 13-15's to accomodate high school ball players, and finishes later in July. There is more travel involved to teams across the Capital District.  And once the regular season is finished Saratoga has gone on to play at State and Regional levels,

Babe Ruth 16-18 Baseball was born in 1966 and has increased steadily since its inception. The 16-18 division is designed to provide organized regulation baseball competition for 16, 17 and 18-year-old players as a development plateau where they can continue to learn and practice those principles which will help carry them through to a satisfactory and productive adulthood.

The 16-18 division was organized because Babe Ruth League, Inc. was aware its job was far from completed. No organization was making available similar opportunities for young players once they had surpassed the Babe Ruth 13-15 baseball age. Just as the 13-15 Division filled a gap, the 16-18 Division was designed to address a similar void.

In the 16-18 division, which is played under regulation baseball rules, can be found the opportunity to practice the ideals of sportsmanship, fair play, high morality and democratic spirit which the participant has learned at the Babe Ruth 13-15 level. The primary objective of the 16-18 division is to provide a community-level program which eventually gives the players an opportunity to participate in the 16-18 World Series.

CONSTITUTION AND BY-LAWS
OF THE
NORTHEAST SENIOR BABE RUTH LEAGUE, INC.


ARTICLE I

This organization shall be known as the Northeast Senior Babe Ruth League, Inc

ARTICLE II          (Objectives)

  1. To develop strong, clean, healthy bodies, and strong character through proper Conduct by players both on and off the field.
  2. Attainment of this objective shall be uppermost in the program of supervised, Competitive athletic games to be provided by the Northeast Senior Babe Ruth League, Inc.  Supervisors shall bear in mind that developing exceptional athletic skills or winning games is only secondary; the making of future citizens is the prime consideration.
  3. To provide the opportunity for all youth ages 16 to 18 to play quality competitive baseball.

ARTICLE III        (Officers and Elections)

  1. The Northeast Senior Babe Ruth League, Inc.  shall be governed by a President, Vice President, Secretary, Treasurer, Commissioner(s),and other appointed office if necessary .The Board of Directors shall consist of these elected and appointed officers as well as the team managers.
  2. League officers shall be elected by the current membership by a majority vote on the 3rd Wednesday of September.  The elected officers will assume league responsibilities October.
  3. Elected officers shall consist of the:

President, Vice President, Secretary, Treasurer and Commissioner(s) and other Appointed officers if necessary .

  1. Officers shall be elected to serve for a term of one (1) year, but may be re-elected.
  2. The Board of Directors shall consist of all elected and appointed Officers as well as all-individual team managers.

ARTICLE IV         (Meetings, Attendance Policy, Voting and Election Proceedings)

  1. Regular meetings of the Northeast Senior Babe Ruth League will be scheduled throughout the regular season, and at specified times during the Off-season, agreed to be the 3rd Wednesday of each month.  Written notification including agenda will be furnished to each member at least seven days prior to each meeting.
  2. A meeting of the Board of Directors must be composed of the President and One other elected officer, plus a minimum of two additional members from the Board of Directors.  The President can appoint an officer to represent him

Meetings called to discuss Non-routine and (or) Financial matters in excess of $100, must have an additional three members present.  All matters shall be decided by majority vote.

  1. The Roberts Rules of Order shall govern the proceedings of all meetings except where these rules may conflict with the constitution and by-laws of the League.
  2. The election of officers and managers shall be conducted according to the following regulations:
  3. Nominations for any League office or Major Managerial position must be made at the regularly scheduled meeting immediately prior to the regular meeting designated as the day of election.
  4. At the nomination meeting (August), a list of nominees and those in attendance will be recorded.  The same will be done at any subsequent meeting where nominations are made.
  5. At the meeting designated as the Election Day (October),the Pres.  will ask for any further nominations.  If there are none, the election will proceed.  Officers will be by majority vote with the following limitations: Only those members who were legally in attendance at, at least one more than half the meetings scheduled throughout the season are eligible to vote.
  6. The President, any officer, or any member of the Board of Directors May be removed for just cause by a 2/3 vote of all officers and members of the Board of Directors present at the meeting.  This vote on removal must not occur until the following meeting.  Notice of this meeting must be sent to each member with specific circumstances regarding the misconduct or actions not in the best interest of the League.
  7. Any League who fails to send representation to three consecutive Meetings without a valid reason may be removed by a majority vote at the next scheduled meeting.
  8. At the discretion of the President, any or all League members and players may be required to be represented at certain designated League functions, activities, fund-raising events, etc.  Leagues that are chronically delinquent in their attendance at or their participation in these events may be subject to penalties or removal from the League in accordance with the League Constitutional regulations regarding voting and removal from the League.
  9. Voting Eligibility in all routine and non-routine matters shall be granted to representatives who participated in the previous year.  New Team representatives must attend three consecutive meetings or have paid League fees in full to be eligible to vote.

ARTICLE V -(Duties of Officers and Members of the Governing Body)

    1. President- presides at meetings of the League and sees that all rules and policies are understood and observed; he heads the League organization and overall governing groups and supervises League and community activities; he confers with League officers and others to whom responsibility has been delegated, in respect to their effectiveness.  The President is authorized to arbitrate in all policy matters of the League and call special meetings.  The President shall recommend for appointed positions and these will be approved by the Board of Directors.  The President, or his appointed representative shall represent Northeast Senior Babe Ruth, Inc.  at all Babe Ruth District Meetings.  The President, in cooperation with the Treasurer shall be responsible for all purchases and expenditures in the best interest of the League.  All expenditures and purchases in excess of $100.00 shall be reviewed and approved by the Board of Directors before any such financial activity is initiated.
    2. Vice President - presides in the absence, or at the request-of the President.  Carries out definite assignments of the President in any area of responsibility properly given the office of President; he may call special meetings in the absence of the President.
    3. Secretary - records the minutes of the League; is responsible for Maintaining necessary communication with National Babe Ruth Headquarters as well as all other correspondence not otherwise designated by the President.  The Recording Secretary cooperates with the Commissioner in preparing and maintaining accurate and current player rosters.
    4. Treasurer - is responsible for an accurate accounting of all purchases and payments of the League finances; he co-signs checks with either the President or the Financial Secretary and dispenses League funds as approved by the members of the governing body; he maintains records, and reports on the financial condition of the League.
    5. Board of Directors - are responsible for organizing and presenting plans and policies of the League and shall accept the responsibility for the success or failure of programs presented to the membership.
    6. Insurance Representative - if appointed, shall be responsible for arranging personal, liability, and any other insurance required to operate the League.
    7. Commissioner(s) - shall prepare current and accurate League Standings, arbitrate and rule in matters of competitive dispute, be the Liaison between the League and the media, colleges and professional scouts.

ARTICLE VI       Amendments

A. Any player using profanity or behaving in an unsportsmanlike manner will be subject to disciplinary action by his own manager or coach, and/or he umpires, and/or appropriate league officials.

    1. Any and all players ejected during the game by an umpire are immediately ineligible to play in the very next game played by their team.  Failure to comply with this rule will result in forfeiture of the game that the player has illegally played in.  If a player(s) is ejected the opposing manager(s) are asked to notify the League President, identifying the player ejected and the date of the game, as soon as possible.
    2. Any and all players involved in a fight during the course of the game and are subsequently ejected by an umpire for said actions are immediately ineligible to play in the next two games played by their team.  Failure to comply with this rule, will result in forfeiture of any game that the player has illegally played in.  If a player(s) is ejected, the opposing manager(s) are asked to notify the League President identifying player(s) ejected and the date of the game, as soon as possible.
    3. Upon the second incident of any player ejected for fighting during a game, throughout the course of the season, that player will be declared an ineligible player for the remainder of the season.  Failure to comply with this rule, will result in forfeiture of any and all games that player has illegally participated in.
    4. Any fighting or physical conduct between players or coaches of two teams before or after the game is completed will not be tolerated.  Upon receipt and consideration of any and all written reports from such sources as umpires, police, and uninvolved managers or coaches, a decision will be made to impose penalties.  For the good name of the League, the penalties will be severe.  Although there will be an attempt to ascertain degrees of guilt and, who initiated the problem (based on observations primarily from the most impartial witnesses available), any and all people (players and/or coaches) who participated in any physical conduct will be declared ineligible to participate for a period of 1 game to as many as all remaining games in the season.  If a team is involved in a second incident of this sort during a season, it could result in a team suspension for the remainder of the season.
    5. If a coach (manager) is ejected from a game any succeeding coach or manager must be listed on the teams legal league roster.  If there is no legal coach eligible to take over the team, the game is forfeited.  Repeated incidences of unsportsmanlike conduct and umpire ejections of any manager or coach will result in further disciplinary action by the League President and/or League Commissioner.
    6. Fighting and/or physical contact by any manager or coach towards any other player, manager or coach is totally forbidden.  Verbal insults, profanity, unsportsmanlike behavior, etc., on the part of 16 to 18 year old players is never justification or cause for any form of physical retaliation on the part of any adult manager or coach.  Remember, the safest rule to follow is never talk to any player during the game except your own; sometimes, during the "heat of struggle" even compliments can be taken the wrong way.  Violations of this rule could result in the suspension of a manager or coach for one or more games.  Repeated violations could result in permanent expulsion from the League.
    7. Managers and coaches are responsible for maintaining proper levels of team sportsmanship and player control.  They should always be cognizant of bench troublemakers and stop potential problems before they begin.  The bench should NEVER be allowed to make any comments that are directed towards the opposing pitcher, players on the field or the other bench.  Preventing a problem is always easier than stopping one after it starts.  For example, in very volatile, emotional post-game situations it may not be wise to insist on the traditional cross field handshakes.
    8. A manager or coach should make every effort to avoid any and all behavior which could result in ejection from the game.  We must set a positive example of Sportsmanship and maturity.  If a manager or coach is ejected, the league will consider it an automatic warning.  If the league President, Commissioner or the Board of Directors is made aware of a manager’s or a coach’s second ejection in a season, that manager or coach will be suspended one game.  Further ejections could result in additional suspensions of varying lengths.
    9. Physical contact between managers and/or coaches and umpires will not be tolerated.  As adults setting examples for the young people we work with, such behavior or threats of such behavior is immature, irrational, totally unnecessary, and never justifiable.
    10. If a manager or coach is involved in any physical confrontation with an umpire (including bumping, pushing, grabbing, or impeding their departure from the field of play), they will receive, upon the leagues notification from the umpire association, an immediate 3 game suspension.  A second incident during the season will result in a suspension for the remainder of the season.  Such suspensions will begin only after a written complaint is received by the league President from the appropriate official in the Umpires Association.  The President or Commissioner will then notify the manager or coach of his suspension and the game that it begins.  Violating this suspension means forfeiture of each and every game the manager or coach is on the field.
    11. A suspension may be appealed but, this appeal must be specific, detailed, and in writing.
    12. If the league President, Commissioner, or Board of Directors feels such an appeal has merit, it will be pursued with the Umpires Association.  If the appeal is ultimately upheld, any suspension will be terminated and, it is hoped, appropriate disciplinary action would be taken by the Umpires Association in respect to the umpire in question.
    13. A game must be protested immediately at the time of the play being protested.  Only protests specifically dealing with rules and rule interpretations will be considered.  After the protest is lodged the game continues and the protesting manager must notify the league President or another league official within 24 hours.  If the protest is upheld the game will be re-played from the time of the protest.
    14. Games can never be protested over any decision directly or indirectly related to a judgment call by an umpire.  Such protests if they occur, will not be considered.
    15. Any complaints or criticisms of an Umpires behavior or conduct (that which could be considered unprofessional, antagonistic or inappropriate) should  be pursued on the playing field.  Such accusations should however, be written and mailed to the President or Commissioner of the league (not to the individual umpire nor any official of the Umpires Association).  The league president, Commissioner or the Board of Directors will pursue the matter with the Umpires Association if and only if, the complaint is valid and significant.
    16. Managers and coaches should remember that while winning is important, the main purpose is to encourage sportsmanship; to help develop high standards of character and conduct; and, to have good, clean, competitive fun.  Thus, no manager or coach should subject any player to extremes of abuse, embarrassment and criticism especially for a lack of physical skills or ability.
    17. It will be the responsibility of the League President to enforce rules and regulations 1.00 - 1.17.  The League Commissioner will assume this responsibility if there is a conflict of interest or if so directed to do so by the President.  In cases where there is a conflict of interest involving decisions made by both the President and the Commissioner, the remaining members of the Board of Directors will have the authority to enforce these rules.

  1. EQUIPMENT AND UNIFORM
    1. All Players must be in full uniform at all scheduled League games.
    2. Any coach on the field of play (not dugout) must be in uniform.
    3. All uniforms must be properly worn (all shirts must be tucked in).
    4. Metal spikes are legal.
    5. No catcher will be allowed behind the plate without a protective cup and proper catchers equipment.  A catcher must also wear protective head gear which covers the top of the head and properly fits the players wearing it.
    6. Protective headgear for batters must cover the top of the head and have extended ear flaps which cover both ears and properly fit the player wearing it.
